Ordinary Meeting of Upton Warren Parish Council held at the Sailing Centre on Wednesday 29th November 2006 at 7.30pm . PRESENT. Councillors R. Edgington (Chairman), T. Daly (Vice-Chair), C. Scott. District Councillor Mrs. J. Pearce. APOLOGIES. Councillors Dunkley and Poole . DECLARATION OF INTEREST. Councillors are reminded to declare their interest in any item under discussion prejudicial or non prejudicial. NO PUBLIC COMMENTS. MINUTES. The Minutes of the last Ordinary Meeting held on Wednesday 25th October 2006 having been circulated to the Councillors were taken as read , approved by the Council and signed by the Chairman as a true record. MATTERS ARISING FROM PREVIOUS MEETING. LITTER BIN. Awaiting installation. WEBSITE. Control of the domain name would cost £250. 00. Resident Mrs Haywood was considering setting up a website to be known as the Upton Warren Phoenix (independent of the Parish Council) and was willing to publish Council Minutes for a fee of £100. 00 per annum. Following discussion it was agreed to defer any course of action until the next Meeting. PRECEPT REQUIREMENTS 2007/08. Councillors assessed expenditure for the coming year taking possible election expenses into account, and although reluctant to raise the precept they agreed on a figure of £2,500. 00. It was therefore proposed by Councillor Daly and seconded by Councillor Scott that the precept requirement for 2007/08 was £2,500. 00 REPORT ON HIGHWAYS SCRUTINY MEETING. KEY PRIORITIES RAISED AND ACKNOWLEDGED BY WORCESTERSHIRE COUNTY HIGHWAYS. a) Poor standard of highway repairs. b) Unsatisfactory response to requests. c) Lack of local area knowledge. The County Council were optimistic that services would improve. COUNTY SAILING CENTRE. No plans for closure, the only remaining County Outdoor Centre, a wider scope of activities was planned. AVENUE CARS. Parking improvements delayed due to contractor problems. UNPRESENTED CHEQUE – PAROCHIAL CHURCH COUNCIL. A cheque drawn on 6th September 2006 in favour of the Parochial Church Council was mislaid by the payee (Lloyds TSB Bank informed, cheque stopped), the Council authorised a replacement cheque. CORRESPONDENCE. Information concerning Regional Spatial Planning Strategy. A long term plan that will guide the spatial development of the West Midlands to 2026. The planning strategy, if approved, will probably affect Upton Warren and poses a direct threat to green belt land. District Councillor Pearce urged the Council to call a Ward Meeting in conjunction with Dodderhill to discuss action. Monday 5th February was put forward, to be confirmed. NO PLANNING APPLICATIONS. ACCOUNTS FOR PAYMENT. As previously authorised, a cheque was drawn in favour of Parochial Church Council £100. 00 (grant towards churchyard maintenance). Proposed by Councillor Edgington, seconded by Councillor Daly. DISTRICT COUNCILLOR REPORT. Nothing further. PARISH MATTERS FOR DISCUSSION. Councillor Scott wished to draw attention to the unpredictable road surface near the junction with Swan Lane/Berry Lane . A skid warning sign was badly needed. There being No Further Matters for Discussion the Chairman closed the Meeting at 9.15pm . Date for next Meeting Tuesday 30th January 2007 .
